No person, while receiving or delivering goods, wares or merchandise, shall permit the same to remain on any sidewalk longer than two hours, and for this purpose shall occupy only so much of the outer edge of the sidewalk, in front of a store or building, as will leave an unoccupied space of at least four feet in width for the use of pedestrians.
