If at any time any injury or property damage shall be sustained by any individual, or the City shall be subjected to any damage liability, in consequence of any defect, obstruction, lack of repair or dangerous condition in or on any sidewalk, or in consequence of any other violation of this chapter, the owner whose duty it is to maintain such sidewalk, or the person causing such defect, obstruction, condition or violation, shall be liable for such injury, damage or liability, to the City or to the person injured or damaged.
If such owner is a nonresident, proceedings may be commenced against the property by attachment, under the laws of the State of Illinois.
