(a) No person shall construct, reconstruct or alter any curb cut without first obtaining a permit from the Public Works Director for curbs outside the Central Business District, as defined in the Traffic Code, or from the City Manager for curbs in the Central Business District.
(b) An applicant for such permit shall file with the Public Works Director an application showing the name and address of the owner of the abutting property and of the contractor, the location of the work, plans and specifications, the estimated cost and such other information as the Public Works Director shall find reasonably necessary.
(c) A filing fee of five dollars ($5.00) for the first fifteen linear feet, or less, of curb cut, and one dollar ($1.00) for each additional foot or fraction thereof, shall be paid with the application.
