1024.16 PLACEMENT OF BARRICADES AND WARNING LIGHTS; DAMAGING OR REMOVING.
   (a)   At all times all openings shall be guarded with adequate and sufficient barriers placed on all sides of the opening, and sufficient warning devices, signals and signs shall be maintained. All openings, during the period from sunset to sunrise, shall be adequately lighted with at least two signal lights or devices, and as many more as may be ordered by the Chief of Police or Public Works Director. Such lights or devices shall be placed to outline the opening and be visible for a distance of not less than 250 feet.
   (b)   No person shall remove or damage the fence, railing, other protective barriers or lights provided for the protection of the public.
