1022.03 NUMBERING OF BLOCKS.

(a) All blocks shall be numbered, for the purpose of building numbering, commencing with zero at Stephenson Street and at Chicago Avenue, respectively, and running thence consecutively to the limits of such streets or avenues from such dividing lines.

(b) Blocks not of sufficient length for an individual number shall be given the same number as the preceding or succeeding block.
