No person shall throw, drop, place, or leave any dirt, mud, clay, debris, papers, cartons, wrappers, cans, bottles, trash, rubbish or other substances, including sidewalk sweepings from sidewalks adjacent thereto, but excepting materials to prevent skidding, in or on any street, alley or public way.
