1020.03 DEPOSITING SOLID WASTE ON PUBLIC PROPERTY; USE OF WASTE RECEPTACLES IN RIGHT OF WAY BY PEDESTRIANS.
   (a)   No person shall sweep, deposit, throw, place, discharge or allow to flow, in any gutter, street, sidewalk or other public place, any solid waste, stable matter or hazardous waste, as defined in Section 1060.01, from any building, lot, sidewalk or driveway.
   (b)   Waste receptacles placed within a public right of way shall be limited to use by pedestrians for the purpose of discarding litter or rubbish. Persons placing litter or rubbish in public receptacles shall do so in a manner as to prevent it from being carried by the elements.
