(a) Obstruction by Chattels. No person shall place any article or chattel property on any street, alley or public way so as to obstruct the passage of persons, animals or vehicles, except for the temporary storage of building materials pursuant to a City permit and for loading or unloading merchandise or chattel property within a reasonable time.
(b) Obstruction by Structures. No person shall erect or place any building, fence or other structure, in whole or in part, upon any street, alley or public way without permission of City Manager.
(c) Obstruction by Vehicles. No person shall place or park any vehicle of any kind whatsoever, on any street, alley or public way, so as to obstruct the passage of persons, animals or vehicles, except in compliance with Title Eight (Parking) of the Traffic Code.
