899.08 ZONE ADMINISTRATOR.
   (a)   The position of Zone Administrator is hereby created. The Zone Administrator shall be an officer or employee of either the County or the City. The Zone Administrator may also be the Chairperson of the City-County Enterprise Zone Committee. The duties of the Zone Administrator shall be performed in addition to his or her regular duties, if any, as a public employee.
   (b)   The Zone Administrator shall be selected by a majority of the City-County Enterprise Zone Committee for a term of two years, but may be dismissed prior thereto by a concurring vote of five members of the Committee, without cause.
   (c)   The Zone Administrator shall:
      (1)   Supervise the implementation of the provisions of this chapter and the Act;
      (2)   Act as a liaison between the County, the City, the Illinois Department of Commerce and Community Affairs, designated zone organization(s) and other State, Federal, and local agencies, whether public or private;
      (3)   Conduct an ongoing evaluation of the Enterprise Zone program and submit reports based on such evaluations on at least a quarterly basis to the County Board, the City Council and the Illinois Department of Commerce and Community Affairs;
      (4)   Promote the coordination of other relevant programs with the Enterprise Zone, including, but not limited to, housing, community and economic development, small business, financial assistance and employment training;
      (5)   Recommend qualified designated zone organizations to the County Board and to the City Council;
      (6)   Have such other duties as specified and mutually agreed to by the County Board and the City Council;
      (7)   Apply for, or cause to be applied for, grants from appropriate State and Federal sources, including, but not limited to, the Illinois Department of Commerce and Community Affairs and the E.D.A.
