All moneys and funds from property taxes shall be levied, collected, managed, distributed and paid out in accordance with the provisions of Division 3 of Article 8 of the Illinois Municipal Code, the applicable and pertinent provisions of which Division, as heretofore and hereafter amended, are incorporated herein by reference, subject to the provisions of Section 202.05(b) of the Administration Code.
