868.08 CONTINUANCE AND RENEWAL OF LICENSES NOT GUARANTEED; CONSENT OF LICENSE OFFICER REQUIRED FOR TRANSFERS, SALES, ETC., OF LICENSES.
   Nothing herein is intended to grant to any taxicab licensee or any taxi driver licensee a right to a license, or to its continuance or renewal. Licenses are merely a personal privilege issued only in the name of the owner of the business and shall not be assigned, transferred, sold, pledged, encumbered or hypothecated without the consent of the License Officer, either voluntarily or involuntarily, to another person or persons, nor shall it be subject to attachment, garnishment or execution. A license shall only be issued to one individual or corporation, except in the case of a bona fide partnership, as demonstrated by proof satisfactory to the License Officer.
