(a) All driveways within the mobile home park shall be not less than forty feet in width, of a permanent type surface approved by the Public Works Director, lighted at night with electric lamps of not less than 150 watts each, and spaced at intervals of not more than 150 feet.
(b) Driveways shall be maintained in good condition and shall not be obstructed.
(c) The fee in such driveways shall remain in the owner of the tract and shall not be dedicated as public streets.
(d) All entrances and exits from the mobile home park shall be well-marked and so arranged that they may be easily controlled and supervised.
(e) The City shall not maintain or plow such driveways, but it shall be the duty of the licensee to do so.
