844.06 PERSONS INELIGIBLE FOR LICENSES.
   No license shall be issued to or renewed for:
   (a)   A person who is not a resident of the City;
   (b)   A person who is not of good character and reputation;
   (c)   A person who is not a citizen or a resident alien of the United States;
   (d)   A person who has been convicted of a felony under the laws of any state;
   (e)   A person who has been convicted of any crime or misdemeanor against decency and morality;
   (f)   A person whose license has been revoked for cause;
   (g)   A partnership, unless all of the members of such partnership are qualified under this section;
   (h)   A corporation, if any officer, manager or director thereof, or stockholder or stockholders owning in the aggregate more than five percent of the stock of such corporation, are unqualified hereunder for any reason other than citizenship and residence;
   (i)   A person whose place of business is conducted by a manager or agent, unless such manager or agent possesses the same qualifications required of a licensee;
   (j)   A person who does not own the premises for which a license is sought, or does not have a written lease thereon for the full period for which the license is to be issued; and
   (k)   Any law enforcing public official, including any member of the Police Department, the City Manager, the Mayor, any Alderperson or any officer of the City. None of these officials shall be eligible to be a licensee under this chapter.
