Prior to obtaining a license under this chapter, the operator shall provide the City Clerk with proof of liability insurance coverage in an amount not less than one million dollars (US$1,000,000) for personal injury for any one person on any one occurrence and five hundred thousand dollars ($500,000) for property damage.
