After the effective date of this chapter, no person shall operate a bed and breakfast establishment or vacation rental without first having obtained a license for such establishment from the City. The license for a bed and breakfast establishment may not be issued until such person has obtained a special use permit for such bed and breakfast establishment from the City as provided in the Zoning Code. The license for a vacation rental shall not be issued unless the property for which the license is requested is properly zoned; licenses for vacation rentals will only be issued to the property owner.
