Every licensee shall:
(a) Permit all reasonable inspection of his or her business and premises, examination of his or her books and testing of his or her equipment, by authorized public authorities;
(b) Ascertain and comply with all laws and regulations applicable to the licensed business;
(c) Avoid all forbidden, improper or unnecessary practices or conditions which do or may affect the public health, morals or welfare; and
(d) Not operate the business or premises after expiration of the license, or during a period in which the license is revoked or suspended.
