802.10 RECEIPTS FOR APPLICATION FEES.

The Finance Director or his or her designee shall collect all license fees and shall issue a receipt for the application fee. Such receipt shall not be construed as issuance of a license, nor authorize the applicant to open or maintain any business prior to the issuance of a license.
