(a) The License Officer shall issue special permits, without the payment of license fees, to any organization for the conduct of a non-profit enterprise, either regularly or temporarily, when he or she finds that the applicant operates, without private profit, for a public, charitable, educational, literary, fraternal or religious purpose.
(b) An applicant for a special permit shall submit an application and such additional information as the License Officer shall require.
(c) An organization operating under a special permit shall operate the enterprise in compliance with this Title Two of the Business Regulation and Taxation Code and all other applicable rules and regulations.
