802.03 LICENSE OFFICER.
   (a)   The City Manager, or his or her duly appointed designee, shall be the License Officer for the City. The City Manager may designate one or more individuals to perform all or some of the duties of the License Officer under the provisions of this Title Two of the Business Regulation and Taxation Code. The License Officer shall be a resident of the City.
   (b)   The License Officer shall:
      (1)   Issue licenses to all persons qualified.
      (2)   Promulgate and enforce all reasonable rules and regulations necessary to the operation and enforcement of this Business Regulation and Taxation Code.
      (3)   Adopt all forms and prescribe the information to be given thereon.
      (4)   Investigate and determine the eligibility of any applicant for a license.
      (5)   Examine books and records of any applicant or licensee when reasonably necessary to the administration of this Business Regulation and Taxation Code.
      (6)   Revoke or suspend licenses as required.
