It shall be unlawful for any person, either directly or indirectly, to conduct any business or activity, in whole or in part, for which a license or permit is required by any ordinance, without a license or permit being first procured and kept in effect at all such times as required by this Title Two of the Business Regulation and Taxation Code or other ordinances. The procedures and provisions of this chapter shall apply to all other chapters of this Business Regulation and Taxation Code, except where inconsistent therewith.
