It shall be unlawful for any person within the City to do either of the following:
(a) With the intent to make a false alarm or complaint, telephone the number 911 and report false information which could result in the emergency response of any public safety agency, whether publicly or privately-owned, including, but not limited to, law enforcement agencies, fire departments or fire protection districts or ambulance companies; or
(b) Knowingly telephone the number 911 for any nonemergency purpose or reason, after having been notified, either in writing or verbally, that such calls are not to be made on the Emergency 911 line.
