658.04 CESSPOOLS AND PRIVIES.
   (a)   No person shall cover, with earth or other material, any privy vault, cesspool or water closet, without first removing the contents thereof; tap or drain any privy vault, cesspool or water closet into any other excavation, or into any opening, except a sanitary sewer; or allow any privy vault, cesspool or water closet to become filled within two feet of the surface of the ground.
   (b)   No privy shall be erected or continued unless it is finished with a substantial vault, not less than five feet deep, and walled with brick, stone or two-inch plank. In case the depth thereof is more than six feet, the walls of such vault shall be constructed of brick or stone. All privy vaults shall be so constructed as to be easily cleaned, made tight so that the contents cannot escape therefrom and be sufficiently secured and closed, and the owner of the premises on which any privy is situated shall disinfect the same whenever it shall be necessary.
   (c)   Whenever any person owning, leasing or occupying any premises on which is situated any privy vault, cesspool or water closet is notified by the Chief of Police, Community Development Director or the Public Works Director to have the contents thereof removed, the person so notified shall forthwith comply.
