620.03 WRITTEN NOTICE; COMPLIANCE.
   (a)   Before filing a complaint under Section 620.04, the Corporation Counsel shall, by personal service or by certified mail, provide to the owner of the place at which the nuisance is located, or the agent of the owner, written notice of the following:
      (1)   That a nuisance, as defined in this chapter, exists at the place specified in the notice;
      (2)   That the owner of the place or his or her agent has fourteen days from the mailing of the notice or seven days from personal service of the notice, to appear at the Corporation Counsel's office, at the address provided in the notice, to arrange to take action or abate the nuisance; and
      (3)   That failure to appear at the Corporation Counsel's office within the time indicated may result in the Corporation Counsel filing a complaint to enjoin the use of the owner's property for a period of one year.
   (b)   If the owner of the place or his or her agent does not appear at the Corporation Counsel's office as requested within the time periods prescribed above, the Corporation Counsel may file a complaint under Section 620.04. If the owner or his or her agent appears before the Corporation Counsel within the time prescribed, such owner or his or her agent may agree to comply with reasonable recommendations designed to abate the nuisance as are requested by the Corporation Counsel. If the owner or his or her agent does not affirmatively agree to follow the Corporation Counsel's recommendations, the Corporation Counsel may file a complaint under Section 620.04. If the owner or his or her agent initially agrees to follow the Corporation Counsel's recommendations, but subsequently fails to comply with those recommendations, the Corporation Counsel may proceed to file a complaint under Section 620.04. Except in cases in which the failure to promptly file a complaint would not result in irreparable harm, loss or damage, the Corporation Counsel shall, before filing the complaint, provide the owner of the place or his or her agent, by personal service or by certified mail sent to the last known address of such owner or agent, with written notification of the requested recommendations and notice of intent to file a suit under Section 620.04 to abate the nuisance.
