As used in this chapter, unless the context otherwise requires:
(a) "City" means the City of Freeport, Illinois.
(b) "Controlled substances" means any substance as defined and included in the Schedules of Article II of the Illinois Controlled Substances Act (720 ILCS 570/201 et seq.), and cannabis as defined in the Cannabis Control Act (720 ILCS 550/1 et seq.) and the Cannabis Regulation and Tax Act (410 ILCS 705/1 et seq.), as amended.
(c) "Corporation Counsel" means the City Legal Counsel for the City of Freeport or any designated legal representative.
(d) "Department" means the Police Department of the City of Freeport, Illinois.
(e) "Nuisance" means any place within the corporate boundaries of the City of Freeport at which or in which controlled substances are unlawfully sold, possessed, served, stored, delivered, manufactured, cultivated, given away or used more than once within a period of one year.
(f) "Person" means any corporation, association, partner or one or more individuals.
(g) "Place" means any store, shop, warehouse, dwelling house, building, apartment or any other place within the corporate boundaries of the City of Freeport.
