As used in this chapter:
(a) "Animal" means any type of animal or fowl, both domesticated and wild, male and female, including a dog as further defined herein.
(b) "Business day" means a calendar day, exclusive of Saturdays, Sundays and holidays, observed by the City administrative staff.
(c) "Dog" means all members of the canine family.
(d) "Microchip" means a passive electronic device that is injected into an animal by means of a prepackaged sterilized implanting device for purposes of identification or recovery.
(e) "Owner" means any person who has a right of property in an animal or dog, keeps, routinely feeds or harbors an animal or dog, has an animal or dog in his or her care acts as the custodian of an animal or dog or knowingly permits an animal or dog to remain on or about the premises occupied by such person.
