608.12 ACCESS TO PREMISES.

No licensee licensed under the provisions of Chapter 806 of these Codified Ordinances shall permit any portion of the licensed premises to be locked or otherwise prohibit ingress or egress to the licensed premises at any time persons are on the premises and consuming alcoholic liquor.
