288.21 RELATIONSHIP BETWEEN CITY AND EMPLOYEES.
   It should be understood that the rules, regulations, policies, procedures, manuals and ordinances of any type do not constitute a contract of employment between the City and any employee, either express or implied, but rather that such rules, regulations, policies, procedures, manuals and ordinances are employment guidelines. As guidelines, they can be changed at any time by the City with or without notice and should not be considered as granting any employment rights, enlarging any employment rights or insuring continuation of employment to any employee, nor shall they be construed as interfering with the right of the City to terminate the employment of any employee.
