288.20 GENERAL POWERS, DUTIES AND OBLIGATIONS OFOFFICERS AND DEPARTMENT HEADS.
   Each officer and department head shall:
   (a)   Turn over all money received by him or her on behalf of the City within one month of such receipt, to the Finance Director or his or her designee, with a statement showing the source, unless otherwise provided.
   (b)   Keep an accurate record of all expenses of his or her department or office.
   (c)   Make an estimate of the future expenses of his or her department or office, in detail, for the coming year, as required by the Finance Director or his or her designee.
   (d)   Keep an accurate list of all City property and records in his or her hands, or in the custody of his or her department.
   (e)   Deliver to his or her successor all books, records and property belonging to the City of which he or she has custody, provided that if no successor is appointed within one week after the termination of office, such records and property shall be turned over to the Finance Director or his or her designee.
   (f)   Perform all duties required of his or her office by statute or ordinance, and such other duties, not in conflict therewith, as may be required by the City Manager.
   (g)   Be immediately responsible to the City Manager for the effective administration of his or her office or department, and all activities assigned thereto.
   (h)   Keep informed as to the latest practices in his or her particular field and inaugurate, with the approval of the City Manager, such new practices as appear to be of benefit to the service and to the public.
   (i)   Submit quarterly and annual reports of the activities of his or her department to the City Manager.
   (j)   Establish and maintain a system of filing and indexing records and reports in sufficient detail to furnish all information necessary for proper control of departmental activities and to form a basis for the periodic reports to the City Manager.
   (k)   With the consent of the City Manager, have power, unless otherwise provided, to appoint and remove all subordinates.
   (l)   Be responsible for the proper maintenance of all City property and equipment used in his or her department.
   (m)   Furnish, upon the direction of the City Manager, to any other department such service, labor and materials as may be requisitioned and as his or her facilities permit.
