After receiving a certificate attesting to the successful completion of a training course administered by the Illinois Law Enforcement Training Standards Board, the City Manager, the Mayor, Alderpersons, the Chief of Police and all police officers shall be conservators of the peace and shall have power to arrest, or cause to be arrested, with or without process, all persons who break the peace or are found to be violating any ordinance of the City or any criminal law of the State; to commit such persons for examination and, if necessary, detain such persons in custody overnight or Sunday in the Stephenson County Jail or any other safe place, or until they can be brought before the proper magistrate; and, further, shall have and exercise such other powers as conservators of the peace as Council may prescribe.
