288.08 COMMISSION.

All officers elected or appointed, except the City Clerk, Alderpersons and the Mayor, shall be commissioned by a warrant under the corporate seal, signed by the Mayor and the City Clerk. The Mayor shall issue a certificate of election, under the seal of the City, to the City Clerk.
