No person shall be elected or appointed to any office of the City who shall not have resided in the City one year next preceding his or her election or appointment to such office and who is not a qualified elector of the City. However, this shall not apply to the appointment of a Public Works Director, Community Development Director or officers of whom technical training or knowledge is required. No person shall be eligible to any office of the City who is in default to the City.
