288.04 APPOINTED OFFICERS AND POSITIONS.
   (a)   General Authority of the City Manager. In the absence of specific provisions of statute or ordinance to the contrary, the City Manager shall make all appointments for all appointive offices and positions. All such appointments shall be made at the first regular meeting of Council when the Mayor is sworn into office, or as soon thereafter as is convenient, and at other times as vacancies occur.
   (b)   Interim Appointments. In the interim period after a vacancy occurs and prior to a permanent appointment by the City Manager or the Mayor with advice and consent of Council, as applicable and in accordance with law, the Mayor or City Manager, as applicable, may appoint some suitable person to discharge the duties of the office or position for a period not to exceed ninety days at a time. The City Manager or Mayor, as applicable, shall give written notice of such interim appointment to the City Council no later than the first City Council meeting after such interim appointment. The City Manager or the Mayor with advice and consent of Council, as applicable, may extend such interim appointment for additional periods of ninety days each should the City Manager or Mayor with advice and consent of Council decide in their discretion that such extension is in the best interests of the City, provided that the City Manager give written notice of such extensions to the Mayor and to the City Council within ten days of such extension.
   (c)   Terms of Office or Position. Every appointive officer or position holder of the City shall hold his or her office or position until his or her successor is appointed and qualified, unless such officer's or position holder’s term is otherwise provided by statute or ordinance. The term of every such officer or position holder appointed by the City Manager shall automatically expire as soon after the end of the term of the Mayor in office or as of the date of the City Manager appointment (as the case may be) and said appointee shall remain in office or in the position until the successor to such officer or position holder is appointed and qualified.
