The duties of Board members of the Board of Directors of the Freeport/Stephenson County Convention and Visitors Bureau shall be established by an intergovernmental agreement between the City and the County of Stephenson, except as provided herein. The duties shall include, but are not limited to, the requirement to supervise the operation of the tourism promotion programs, an obligation to use its best efforts in meeting performance parameters as set out by the City and the County, the recommendation and preparation of an annual budget, for which the City and the County will have had the opportunity to comment upon prior to adoption, an annual marketing plan to be presented to both the City and the County no later than January 31 of each year, and a written semi-annual report to be presented to both Council and the County Board no later than March 1 and September 1 of each year.
