The Department of Community and Economic Development shall consist of five primary divisions:
(a) A Division of Neighborhood Redevelopment, the duties of which shall include implementing neighborhood redevelopment projects and housing grant programs.
(b) A Division of Planning and Zoning, the duties of which shall include serving as Zoning Administrator for the City.
(c) A Division of Health and Environment, the duties of which are more fully set forth in Section 250.04.
(d) A Division of Economic Development, the duties of which shall include the implementation of business assistance programs to encourage retention and expansion of local industries, the planning and management of economic development projects including marketing and financing thereof and application for and management of State and Federal funds available for local economic development and administering various incentive programs such as the Tax Increment Financing District.
(e) A Division of Building Code Administration and Enforcement, the duties of which shall include issuing permits, supervising inspections and implementing necessary litigation proceedings.
