240.29 AUXILIARY POLICE.
   There is hereby authorized the City Auxiliary Police as follows:
   (a)   This unit is comprised of citizen volunteers selectively used to conduct a variety of assignments as hereafter provided, but shall not be supplemental members of the regular Police Department except as provided for herein.
   (b)   The Chief of Police is hereby authorized to appoint members to the City Police Auxiliary, providing those persons are of good moral character. The Chief of Police shall also have the authority to revoke any appointment to the auxiliary unit with or without cause. This unit will receive its overall direction from the Chief of Police and shall be functionally supervised by the chief appointed auxiliary commander. Members of the auxiliary shall serve with out compensation by the City.
   (c)   Eligibility requirements. Any citizen of the United States, who is a resident of the City or lives within twenty miles of the Police Department, who is at least eighteen years of age and has no felony convictions or serious misdemeanors, shall be eligible to become an auxiliary police officer.
   (d)   The Chief of Police shall have the authority to prescribe the uniform, rules and regulations, equipment, organization, and structure of the auxiliary police officers: however, identification and uniforms worn by the auxiliary police officers shall be different and distinct from those used by members of the regular Police Department. Members of the auxiliary police unit are not considered "conservators of the peace" and therefore shall not carry firearms.
   (e)   Duties.
      (1)   The auxiliary police officers shall provide additional manpower to the Police Department for traffic and crowd control during major fires, storms and during other disaster situations;
      (2)   Provide supplemental security functions at fire scenes, crime scenes and other times deemed necessary;
      (3)   Provide traffic control and safety functions for parades and various walk-a-thons and other events throughout the year;
      (4)   Participate in the squad ride along program and any other volunteer program within the Police Department.
