The City Council shall, in the first quarter of each fiscal year, pass an appropriation ordinance in accordance with the provisions of 65 ILCS 5/8-2-9, the applicable and pertinent provisions of which section, as heretofore and hereafter amended, are incorporated by reference. However, pending the passage of the annual appropriation ordinance for any fiscal year, the City Council hereby authorizes the City Manager to make necessary expenditures for the support thereof upon the basis of the appropriations of the preceding fiscal year.
