All general, special and territorial ordinances shall be given an ordinance number, for purposes of first reading and for maintenance of the filing system of the City Clerk, which numbers shall consist of the year in which such ordinance is first presented to Council, followed by a dash and the number of the ordinance in sequence, with a new sequence commencing in each calendar year.
