After the first reading of an ordinance, a member shall move to approve or deny the proposed ordinance. After this motion is seconded, the proposed ordinance shall be properly on the floor of the Council for discussion or debate purposes. If there is no such discussion or debate, or at the completion of such discussion or debate, such ordinance shall be automatically laid over until the next regular or special meeting of the Council for second reading, without further action by Council, unless falling under subsections (a) or (b) hereunder. Council may take final action on a proposed ordinance at first reading in the two following instances:
(a) If the proposed ordinance has had a proper public hearing at the Planning Commission or Zoning Board of Appeals and the ordinance would grant a special use permit or a variance to the requirements of the Zoning Code, a change in zoning to any parcel, a Planned Unit Development, or an amendment to the Zoning Code, and the reporting agency unanimously recommended its approval and no person filed a formal written objection or protest to such ordinance which would require a supermajority vote by Council for its enactment under the provisions of Section 1242.12(i)(1) of the Planning and Zoning Code; or
(b) If Council, by a two-thirds vote of all elected and qualified members, waives laying over and the second reading.
