All parcels sought to be annexed to the City shall also be annexed to Freeport Township unless the City, the township board of the parcel's current township, the Freeport Township Board and the applicant agree, in writing, to annex the parcel only to the City and for the parcel to remain in its current township and not to become part of Freeport Township. Any such written agreement shall also specify the identification of the entity to provide road maintenance and snow plowing functions for the roads located on the annexed parcel.
