Any landowner who desires to annex his or her property to the City, other than land owned by the City itself, shall complete a petition for annexation and an annexation questionnaire, both of which shall be available at no cost from the office of the City Clerk. The petition and the questionnaire shall be filed in triplicate in the office of the City Clerk, who shall retain the original of each and shall forward one copy of each to the Community and Economic Development Director and one copy to the City's Legal Counsel. The City shall not process any request for annexation until all relevant information and fees are provided as required by the petition and the questionnaire. At the time of the filing of the petition and the questionnaire, the applicant shall pay a fee in the amount of fifty dollars ($50.00) to the office of the City Clerk.
