(a) In the construction of these Codified Ordinances and all other ordinances of the City, the rules and definitions set forth in this chapter shall be observed, unless such construction would be inconsistent with the manifest intent of Council. This chapter shall not be applied to any section of these Codified Ordinances which contains any express provision excluding such construction or where the subject matter or context of such section may be repugnant thereto.
(b) All general provisions, terms, phrases and expressions contained in these Codified Ordinances shall be liberally construed in order that the true intent and meaning of Council may be fully carried out.
