§ 93.09 BURIAL PERMIT, INTERMENTS.
   (A)   No grave shall be opened in the cemetery until a burial permit is properly filled out and issued by the Town Clerk or his/her designate. A burial permit is the receipt for labor and expense of opening and closing the grave. The burial permit shall serve as the interment record as outlined in § 93.04. A valid Deed of Conveyance must first be obtained for the use of the lot before a burial permit can be issued.
   (B)   The presentation of a burial permit to the Cemetery Manager or his/her designate shall be authority to open a grave for the burial of a deceased person. However, wherein a Funeral Director agrees to be responsible and liable for such fees in writing, the Town Clerk or his/her designate may authorize the Cemetery Manager to open the grave before a burial permit is secured.
   (C)   The fee for a burial permit must be paid in accordance with the fee schedule as outlined in Schedule ‘A’, attached to Ord. 15-001.
   (D)   No remains shall be received for interment unless accompanied by a properly completed State of Arizona, Department of Health Services, disposal-transit permit.
   (E)   Upon final disposition, the Cemetery Manager or Funeral Director shall sign the disposal-transit permit and mail it to the State Registrar within ten business days.
   (F)   Graveside services or interments will be allowed only between the hours of 10:00 a.m. and 4:00 p.m. from Monday through Saturday. No graveside service or interment will be allowed in the cemetery on a Sunday or on any of the holidays officially observed by the town unless approved by the Cemetery Manager or his/her designate in their sole discretion.
   (G)   All graveside services or interments must be arranged through the Town Clerk 48 hours in advance of the time set or, if there is an intervening Sunday, 72 hours in advance.
   (H)   All graves shall be dug to a depth of at least five feet with the exception of cremated remains which shall be buried to a depth to allow at least two feet of fill above the container.
   (I)   All caskets shall be housed within a vault constructed of cement or metal, or a sturdy plastic liner. Vaults and liners must be pre-approved by the Cemetery Manager. Vaults constructed with wood are not acceptable.
