§ 93.02 ADMINISTRATION.
   (A)   The general control and management of the cemetery shall be the responsibility of the Town Council.
   (B)   The Town Council may make, adopt, amend, add to, revise or modify and enforce rules and regulations for the use, care, control, restriction and protection of all or any part of the cemetery as outlined in A.R.S. § 32-2194.20.
   (C)   Authority for oversight of the cemetery operations is hereby delegated to the Fredonia Cemetery Committee by the Town Council.
   (D)   The Cemetery Committee shall consist of five members of the community appointed by the Town Council. At least one member shall be a member of the Town Council. Officers of the committee shall be a Chairperson and a Secretary.
   (E)   Members shall serve four-year terms and serve without compensation. The Town Council shall fill committee vacancies. The sitting Town Council member’s term expires at the discretion of the Town Council.
   (F)   All Cemetery Committee meetings must be open to the public in accordance with A.R.S. §§ 38-431.01 and 38-431.02. The Committee must meet at least quarterly.
   (G)   A majority of the Committee members must be present to have a quorum. A vote of the majority of the Committee members present at a given meeting shall constitute an affirmative recommendation of the Committee. If only three members are present, all three have to vote the same for a motion to pass.
   (H)   All recommendations from the Cemetery Committee are subject to review and approval by the Town Council, at the Council’s sole discretion.
