(A) Any customer, whether a residential or general service, will be required to pay 100% of all estimated costs of a line extension which shall include an administrative fee of 15% added to the labor, material and other direct cost incurred by the town to provide the electrical extension. The customer will be required to advance the entire estimated cost to the town prior to the installation of the facilities. Upon the completion of the line extension and all costs have been accounted for by the town, the customer will either be required to advance additional sums of money. If the actual costs are higher than the estimated costs or will be refunded the amount advanced if the actual costs are less than the estimated amount.
(B) If the town is required to prepare detailed plans and specifications in order to calculate the estimated cost of the project, such costs to prepare the preliminary analyses will be advanced by the customer and will not be refundable if the project is canceled by the customer.
(C) Line extensions on which advances for line extensions have been made, shall remain the sole property of the town and will be free from any lien or right in favor of the customer who made the advance for the line extension except for the right to receive service under the applicable rate schedule at the premises specified in the application for service.
(D) Existing customers who substantially increase their electric load or a new customer with a projected load where such increase or new load is of such a magnitude that the town is required to add or enlarge its facilities, the customer shall be required to make an advance toward the town's cost of such installation. Any customer requiring a line extension or reconstruction of existing single phase facilities to three-phase service will be required to pay in advance the estimated costs of installing such electrical facilities.
