§ 50.62 METER FAILURE.
   If an electric meter fails to operate, or if a reading cannot be made for any reason, the billing for the month affected shall be in an amount equal to the highest monthly charge during the preceding 12 months. If an accurate reading can thereafter be obtained for the month in question, the billing shall be adjusted according to the actual meter reading. If the failure to obtain a reading is not the fault of the user or property owner, and no actual reading is subsequently obtained, the billing shall be adjusted by taking the average of billings for the preceding billing period and the subsequent billing period.
