All electricity sold by the town shall be metered by meters owned and maintained by the town. It shall have the right to ingress and egress, at all reasonable times, upon an owner’s property and install or require a meter to be installed at a location acceptable to the town. Where there is more than one meter providing service to a single or related property, such as, an apartment complex, they shall be closely grouped together with the name of the current customer shown on the meter that it serves.
