(A) Rate categories. Schedules of rates to be charged the consumers of electrical energy shall be calculated from time to time in accordance with the requirements of the utility system and the best interests of the community. There shall be three categories of rates: residential, general service and industrial. Residential shall be limited to residential occupancies that are not combined or associated with a commercial or public activity. General service shall include all commercial and business establishments and activities together with public uses such as churches, schools and governmental agencies. Industrial shall include those business activities utilizing equipment that employ an electric motor of 25 horsepower or greater.
(B) Council to set charges. The Council shall, from time to time, by resolution set the charges to be made for electrical service and use. There shall be three classifications of rates as listed above. Residential and general service users shall pay a minimum charge each month regardless of electricity used, and the minimum shall be credited toward the actual monthly usage. General service rates will also include a demand charge and could also apply to the street lighting and the public loads. Industrial rates shall be determined on a case by case basis through agreement with the user based upon the nature, time and frequency of the load.
