(A) A complete and accurate survey of the land to be subdivided shall be made by a civil engineer or land surveyor registered or licensed to practice in the state, in accordance with standard practices and principles of land surveying.
(B) The field traverse of the exterior boundaries of a proposed subdivision and each block and lot shall close with a limit of error of one foot to 10,500 feet of perimeter.
