(A) Within 12 months after conditional approval of the preliminary plat by the Council, the subdivider shall cause the subdivision or any part thereof to be surveyed and a final plat to be prepared in conformity with the preliminary plat as approved.
(B) Failure to record a final plat within the 12-month time period, or date of any time extension thereof which may be granted by the Council, shall terminate all proceedings and the plat and all accompanying materials shall be null and void:
(1) The subdivider shall file with the Clerk five complete sets of black and white or blue-line prints of the check map and all accompanying material to be checked prior to filing a final plat with the Council for final approval. The Clerk shall transmit prints of the check map and all accompanying material to the following departments and agencies for checking: Public Works Director, Town Attorney, County Health Authority and others as deemed necessary;
(2) Two copies of the protective covenants to be recorded, if any, applicable to the subdivision shall be filed with the Clerk at the time of filing the check map. The instruments shall be checked as to conformity with the intent and purpose of the development, and existing and proposed zoning requirements by the Town Attorney, Public Works Director and Clerk prior to recordation of the final plat;
(3) Statement from the Clerk verifying payment of taxes; and
(4) Title report reflecting current ownership interests.
