(A) A majority of the Council members shall constitute a quorum for transacting business, but a lesser number may adjourn from time to time and compel the attendance of absent members.
(B) Any Council member failing to appear as provided in the preceding section, after due service of notice upon him or her, without satisfactory excuse, shall, upon motion and order of the Mayor, be fined the sum of $10.
